One-shot Sent-folder backfill — operator-triggered.

Walks ``since_hours`` of M365 Sent messages, matches each back to
the inbound row via conversationId / In-Reply-To, stamps
``operator_actioned_at`` on matches. Idempotent (each UPDATE is
guarded by ``operator_actioned_at IS NULL``) so re-running is safe.

Default 30-day look-back matches the spec's "historical backfill"
step; max 90d covers any plausible operator catch-up window.
