Manually fire the discovery pool-replenish tick.

Same code path as the 12:00 UTC scheduler tick — fires each DB-
writing discovery rail (Substack + Beehiiv as of 2026-06-01) in
parallel with a per-rail 3-min timeout, inserts net-new Publisher
rows, and fires a deduped TG digest.

Query params
------------
dry_run:
    Default ``true``. ``false`` actually persists net-new
    Publishers. Live runs respect the 23h idempotency window
    unless ``skip_idempotency=true``.
skip_threshold:
    Default ``false``. Set ``true`` to force-fire the rails even
    when the eligible pool is above the threshold (the auto-tick's
    "pool healthy" short-circuit is bypassed). Use this when you
    know the pool is about to drain and want to top up early.
skip_idempotency:
    Default ``false``. Set ``true`` to bypass the 23h kv-store
    guard so the operator can re-fire on the same UTC day.
pool_threshold:
    Override ``AUTO_DISCOVERY_POOL_THRESHOLD`` env (default 300).
per_rail_limit:
    Override ``AUTO_DISCOVERY_PER_RAIL_LIMIT`` env (default 50).
    Passed as ``limit`` to each rail.
