# Admin Declined List

Paginated list of publishers in the decline / copyright bucket.

Filters:
  - ``class`` (REMOVE|DECLINED|UNSUBSCRIBE|COPYRIGHT_QUESTION) —
    narrow by the watcher's classification. Omit for all classes.
  - ``q`` — case-insensitive substring search over the publisher's
    name + contact_email + decline_reason snippet.

The query includes BOTH do_not_contact=true rows (auto-suppressed)
AND rows where decline_class is non-null but do_not_contact is
false (COPYRIGHT_QUESTION — operator review pending). This keeps
the master-list a single screen for everything the operator needs
to know about decline-class replies.

Returns the per-publisher row + a count of prior outreach attempts
(so the operator sees "how many times did we touch them before
they replied stop"). The count is a small per-publisher query — fine
at 50/200 pagination, would need a join optimisation at higher
page sizes.
