Bulk re-enqueue articles whose latest job is `done`. Used to
backfill after a rendering-pipeline bug (e.g. the silenceremove
chop-after-first-pause issue) where every cached WAV was wrong
but the DB shows everything as `done`. Combined with a cache_key
version bump (see cache.py `_CACHE_VERSION`), each re-render
bypasses the corrupt cache and writes a fresh WAV.
