`GET /v1/teams/{team_id}/repo/actions`

What does this workspace DO — the verb histogram over a bounded window.

This is what lets the console offer real filter chips. A hardcoded list of
verbs would be wrong the day a new tool ships and would quietly hide the
thing the business does most; the vocabulary here is read out of the history
itself, so a verb invented tomorrow appears with no code change.

Counted from the `did:` blocks, falling back to a commit's `Act:` line when
it has an index but no block — the block is the action count (three texts in
one commit are three), the index is only a list of verbs.

The window is DECLARED, never implied: `since`, the real first and last
commit scanned, and `complete: false` the moment the cap bites. A truncated
count printed as a total is the one way this endpoint could lie.
