#1461 (EA option a): STATELESS replay of a dataset answer's receipt. Re-derives the answer for (geography_id, dataset) from the database and compares its
receipt with the one you hold. `match: false` means the data under that answer has changed (value, period or refresh time) or the receipt is not a dataset
receipt. Nothing is stored or written. Also under /{country}/api/v1/.
