Public board of signed DENY receipts (sql_hash + policy codes only). Wealth: mint or hunt deny_id → Exact Pilot Challenge unlock POST /v1/challenge/unlock ($100.00, amount 100000000) or Gateway Pilot. Legacy Session claim POST /v1/denials/claim ($0.25) is OFF TABLE as primary. Instant is taste-only.
