## Request

Mandate Bind: pay Exact USDC $0.05 once with mandate+schema_ddl+sql. Returns Ed25519 PASS whose mandate_hash binds the submitted Intent Mandate text. Then free POST /v1/gate before execute.

- `402`: Exact USDC payment required
- `422`: FAIL certificate (policy/sandbox)
