The canonical Spoolis dataset of public Outcome definitions: one record per vendor Outcome with the verbatim definition, price and label, authority, lifecycle (who decides, when it is final, whether it can change later), guarantees, source URLs and last-verified date. Evaluation states are flagged by commercial_role and are never priced. No account or API key is required; the response is cacheable for one hour. An unknown filter value returns 400 with the allowed values.
