## Request

The revision history of a spec: every version, and the normative delta across each
consecutive pair. Powers the revision tracker and its hover overlays.

Bounded to the newest `limit` versions — MPEG publishes >100 documents for some parts, and
diffing every consecutive pair of those on a page load would be absurd. What was dropped is
reported rather than silently truncated.

- `spec_base` string, required
- `limit` integer: how many of the newest versions to walk
