`POST /charting/patents/fetch`

## Request

Fetch a granted patent OR published application by number, then parse its claims (W-1).

Uses the licensed EPO OPS source when configured, else Google Patents (apps + grants, global).
`kind` reports best-effort grant status; a pending application is a first-class input.
