`GET /v1/projects/{project_id}/reports/pending-approval`

Translations at status translated/reviewed but NOT yet approved — exactly
the cells the P1 approval gate (settings.require_approval_before_publish)
withholds from the CDN until a reviewer/qa approves. Per language: a count +
a small sample of key names. `approval_gate_enabled` tells the UI whether
they are being withheld now, or merely what would be withheld if turned on.
