PER-KEY a11y signals for the detail panel: the agent's recommended treatments
+ any source-language suggestion it produced (to pre-fill alt/aria/screen_reader/
plain_language) + the cognitive score. Reuses already-computed data (the variant
override store + key.cognitive_*); no on-the-fly recompute. Falls back to type
gating (recommended_treatments) when the agent produced nothing.
