`POST /v1/projects/{project_id}/csv/import`

Import a translation CSV. Rows grouped by (namespace, key, language); a
plural key = its plural_category rows. Unknown key/namespace/language and
placeholder mismatches are REPORTED (not silently applied). strict=true
rejects the whole import if any error.
