The scopes THIS caller may actually mint — read it, do not restate it.

A key-creation form that hard-codes the scope list drifts the moment the
ceiling moves: client-admin's was already offering 7 of the 10 the API
accepts, an omission indistinguishable from a deliberate display list. Mirror
this endpoint instead.

- `project_id` string[]: Projects the key would act on. Repeat for several. A non-admin's ceiling is the INTERSECTION across them, so pass exactly what the form has selected.
