sonenta-source-health agent's auto-repair loop (task 1314): source/target values
+ variable sets + missing/extra. The agent rewrites the translation (placing the
variables correctly) and writes it via propose_translation / variant CRUD, then
re-calls this tool — total==0 confirms the fix (mcp:*).
