Mark a batch of missing-event rows as resolved.

Cleanup hook for the LLM: after Claude proposes translations or decides
a missing-event is noise (typo, dead code, locale-mismatch), it calls
this to clear the rows from the dashboard. Audits one event per
resolution. Events outside this project, or already resolved, are
counted separately rather than raising.
