Merge flat `<base>_<suffix>` keys into one plurals=true key carrying
plural_forms (task 1619 §7). dry_run (default) returns the plan without
applying. Reversible: consolidated siblings go to key trash.

  - `dry_run` boolean
  - `base_name` string, nullable: Restrict to one base key (e.g. agents.list.needs). Omit = whole namespace.
