`POST /v1/billing/webhook`

Stripe webhook receiver.

Returns 200 on every successful handle so Stripe doesn't retry. 400 for
signature/parse failures (Stripe will retry, which is the right behavior
when the secret was mis-rotated). 5xx for transient downstream errors —
Stripe also retries with backoff, but we log loudly so we notice.
