`GET /api/billing/admin/orgs`

Every organization on the platform, with its plan and its apps' tiers.

`GET /api/orgs` deliberately returns only orgs the caller BELONGS to, even
for a super admin — membership is how that endpoint authorizes, and widening
it would change what it means for everyone. So the admin view is its own
endpoint rather than a flag on that one, and this is the list the admin
screens pick an organization from instead of asking someone to type a slug.
