`GET /api/apps/health`

Per-app health snapshot for the app list: uptime, backups, security, privacy.

All three are computed from data already in our DB (uptime samples, backup
runs, the persisted security-scan snapshot) — no Railway/customer round
trips — so a client can see at a glance whether each app is online, backed
up, and clean. Registered before GET /{name} so the literal path wins.
