Return the DNS records Railway requires for `status.<prod_domain>`.

The frontend uses this to surface a manual-DNS instruction box on the
Status card when the customer's zone isn't on our Cloudflare account —
Railway's CNAME + ACME-challenge TXT need to be added by hand for the
cert to issue. When `verified` is True the box can be hidden; everything
is already wired up.
