Stream the workspace ``.tar.gz`` that MCP built and stashed on the ticket.

MCP for this exact app (its tarball was built at mint time from a fresh
clone of ``develop``). Treated as the sole auth: ticket invalid /
expired / consumed / app-mismatch all return 404 so a leaked URL
can't be probed for app existence.
