`POST /api/apps/{name}/board/attachments`

An image for a ticket description: returns a link the editor can show now.

The link expires; saving the description folds it back to a stable reference
(engine/board_attachments.py). Read one byte past the limit so an oversized
file is refused without buffering all of it.
