  - `audience` AudienceSpec, required: Who an announcement is for. * ``all`` — every account that has signed in at least once. * ``users`` — the accounts in ``user_ids``. * ``orgs`` — members holding one of ``org_roles`` in orgs matching the filters. No filters means every org, which with the default roles is "everyone who manages an org". ``org_plans`` and ``app_tiers`` both have to match when both are given; an org matches a tier when any of its apps has it.
