voice_codex の現在値を返す。Voice Studio 表示用。

Voice Sync 対応 (2026-05-01):
  - shop が voice_sync_source_id を持つ場合 (= 同期先 shop)、
    codex / voice_summary / auto_rules すべて同期元から取得する。
  - これにより「画面上は空だが生成では同期元が使われている」silent failure を防ぐ。
  - **2026-05-03 sho 指示で auto_rules も sync 対象に変更**:
    旧設計では子 shop で個別 toggle 可能だったが、親で全 ON 表示なのに
    子で OFF が反映される矛盾が発生 (UX 上の重大な誤解)。voice_codex 5 軸
    が既に sync 専用 read-only なので、同じ層に統一する。
    子側で細かい調整したい店舗主は Voice Link を解除して自立する選択肢が残る。
