自動ルール (Context Rule 由来) の ON/OFF を shop ごとに切替。

例: 「3回目のご注文」のように購入回数に触れたい店は
number_recall_forbidden を OFF にできる。default はすべて ON。

2026-05-12 sho 整理判断: 日本語固有ルール (二人称禁止等) は
culture_modules/ja_jp.py に移動 → /api/voice-study/culture-rules で扱う.
2026-05-22 P3: gift_inference (贈り主目線禁止) は明細書用途モジュールに
固定移設したため本トグルから除外。
