`GET /api/settings`

Get current shop settings (including shop info).

Voice Link Option α (2026-05-03): 同期 shop の場合、voice 系 frozen
フィールド + voice_dna は親の値で overlay して返す。これにより UI が
「実際に生成で使われる値」を表示でき、矛盾 (子で OFF / 親で全 ON 等) が
起きない。同期情報も `voice_sync.is_synced / source_shop_id /
source_shop_name` として公開し、フロントが read-only banner を出せる。
