ホーム画面用「soeru からの提案」最大 N 件 (Phase A6)。

5 ジャンル (edit_pattern / product_knowledge / brand_stagnation /
rhythm / rule_conflict) のルールベース検知器を順に走らせ、priority 順
で上位 N 件返す。dismiss 済みは除外。LLM 呼び出し無し。

検知器は全て独立 try/except で隔離 (1 ジャンル失敗で他が止まらない)。
