soeru があなたから学んだルールを返す (#339)。

voice_codex (現在 state) × 直近 weeks 週の編集 (証拠) を突き合わせて
「使わなくなった (forbidden)」「選ぶようになった (preferred)」ルールを
最大 8 件返す。各ルールに前後ペアと「学習後に何件で適用されたか」が付く。
