自動グループ(manual_override=false)を全削除する一回限りのクリーンアップ (admin限定)。

LLM クラスタリングが量産した意味的ノイズを一掃するための保守ツール。手動グループは
温存。merchant には露出させない (admin allowlist のみ)。x-shop-id で対象 shop を指定。
