`POST /api/panel/offers/import`

## Request

Импорт офферов из JSON-экспорта Dr.Cash (твой парсер).
- дедуп по drcash_offer_id (повторный импорт обновляет, не плодит)
- vertical_hint из Dr.Cash → НИША (Joints — это ниша, не вертикаль)
- offer_url часто пустой (Dr.Cash даёт ссылку после создания потока) → импортируем, помечаем
- богатая мета (approval_rate, rules, materials_url) → в meta-поле оффера
Принимает {offers: [...]} или весь файл с capture_meta+offers.
default_vertical_id — куда класть ниши (по умолчанию Nutra, если задан).
