`GET /api/v1/journal`

SnowSure journal posts (daily snow reports, regional reports, Storm Watch), newest first, with category filter and pagination.

**Auth:** none.

**Caching:** `Cache-Control: public, s-maxage=300, stale-while-revalidate=600` (Vercel CDN, 5 minutes).
