Account, plan and month-to-date usage.

  - `billingConfigured` boolean: False when Stripe isn't configured on this deployment.
  - `webhookUrl` string, uri, nullable: Account-default capture callback, used when a request names none.
  - `webhookSecret` string, nullable: Masked to the last four characters (`****1234`). The real secret is never returned.
