  - `isaId` string, required: InstalledApp ID
  - `postalCode` string: Postal code (This ID is only supported in "alert" capability)
  - `type` string: DIRECT or EXECUTION delivery, default to DIRECT
  - `predicate` string: JEXL formatted expression. See https://commons.apache.org/proper/commons-jexl/reference/syntax.html
