`GET /api/v1/short-dramas/changes`

Return a bounded, replayable release-change feed for a consumer.

Events contain identities only.  A consumer reads the normal detail,
episodes and metrics endpoints before committing the returned cursor.  That
keeps this feed compact and ensures a retry always projects the latest
public source-backed state.

- `after` integer: Exclusive durable sync cursor.
