Args:
    language_code: 語言代碼（用於 Azure / CosyVoice）
    tts_provider: TTS 服務提供商（可選，如果提供則使用此值，否則使用配置中的 TTS_PROVIDER）
    user_id: 當前用戶 ID（用於過濾自訂語音，只顯示該用戶自己的）
