列出所有可用的 TTS 語音及其供應商資訊。

回傳 2 個供應商（Gemini＝AI 情感語音、Azure＝標準語音）的所有語音選項，
包含語音名稱、性別、語言和描述。語音名稱可直接用於 POST /tts/generate
的 voice_name 參數。

無需額外參數。

錯誤：無特殊錯誤，認證失敗時回傳 401。
