`POST /api/v1/public/projects`

建立新的簡報專案。

建立一個專案容器，用於存放投影片、講稿和影片產出。
專案初始狀態為 pending（傳統型）或 recording（Flow 型）。

必填欄位：title（專案標題）、type（traditional 或 flow）。
選填：description（專案描述）。

回傳新建立的專案資訊，包含系統產生的 ID 和時間戳記。

錯誤：
- 403：使用者已達方案的專案數上限。
- 500：建立過程中發生內部錯誤。
