Persist 'don't show me this again this billing period' for a polled
upgrade prompt (T4 bitrate / T5 fair-use egress). Upserts the current
period row and sets the one flag. Idempotent; a new billing period is a
fresh row so the nudge can return next month. Best-effort by nature -- a
failure just means the prompt may re-show, never a functional break.
