Pure read: the campaign header (id, name, status, latest run), one filtered page of the campaign's review candidates with inline call evidence and resolutions, the counts and facets, and the compact wallet snapshot. `campaign` is null when the id is not in the session workspace (or the page's project). Fixed query budget; never a caller-selected tenant.
