`GET /dashboard/review-board`

Serve the review-board page.

The page is a pure consumer of the projection endpoints above plus the
existing ``/events`` SSE stream; it holds no state of its own, so
reloading it (or opening it on a second machine against the same
journal) renders the identical board.
