`POST /internal/api/document/workflow/{workflow_id}`

  - `status` 'CREATED' | 'IN_PROGRESS' | 'APPROVED' | 'REJECTED' | 'CANCELLED' | 'REOPENED', required
  - `created_by` string, required: User who created the workflow
  - `assigned_to` string, uuid, required: User assigned to the workflow
  - `created_at` string, date-time, required: Timestamp when workflow was created
  - `updated_at` string, date-time, required: Timestamp when workflow was last updated
