Sidecar polls this to get missions that need drafting or executing.

?since=<ISO timestamp>     — only return missions updated after this time
?limit=<int>               — max rows returned (default 200, max 200)
?include=draft_context     — attach draft_context payload for draft_needed missions
?sort=newest               — newest leads first (default for operator dashboard)
?sort=consensus            — lowest swarm disagreement first (S3.1 original behaviour)
