General Instruction I.B.6 to Form S-3 caps a issuer whose public float
is under $75M at one third of that float in any trailing 12-month
period. This endpoint returns the limit, the trailing takedowns counted
against it, and the remaining capacity — each figure echoing the inputs
it was computed from (`priceKind`, `priceAsOf`, `floatSource`, `window`,
`takedownSource`).

Float is valued on the SEC's 60-day-high basis (Instruction 1), not on
the current quote.

🔴 `constraintApplies: false` means "float is at or above $75M, so the
one-third cap does not bind" — a FAVOURABLE finding. It is NOT the
signal for an issuer that cannot use Form S-3 at all. A delisted issuer
instead comes back `suppressed: true` with
`suppressedReason: "delisted_ib6_ineligible"` and every dollar figure
NULL. Do not read `suppressed` as `$0 raisable`, and do not read
`constraintApplies: false` as clearance.

Suppression is fail-open: only positive evidence that the issuer is not
exchange-listed fires it.

- `400`: Invalid request parameters
- `401`: Missing or invalid API key
- `402`: Not enough credits for this request
- `403`: The API key's owner does not hold the per-user add-on this endpoint is sold under. 🔴 This is NOT a tier problem — a Pro subscription does not confer an add-on. Route the user to add-on purchase (`addonType` names which one), not to a plan upgrade. The distinct `ADDON_REQUIRED` code exists so the two flows can be told apart; treating it as `TIER_INSUFFICIENT` sends a paying customer to a page that cannot sell them what they were denied.
- `429`: Rate limit exceeded
