`POST /api/v1/webhooks`

Subscribe to events: frame.updated | balance.low | batch.done. Returns the signing secret ONCE.
Verify deliveries: HMAC-SHA256(secret, '{webhook-id}.{webhook-timestamp}.{body}') == base64 part of webhook-signature.
