`GET /v1/data/{artifactId}/comments/_config`

The artifact's comment settings plus `guestCommentsEffective` (its own guest setting, or the nearest folder's when it has none).

    - `guestCommentsEffective` boolean: Whether guests may comment here (own setting, else the nearest folder's).
