## Request body

- TenantCreateRequest: Create a tenant (specs/multi-tenancy/v0.1 Phase 2). Global-admin only. The hostname's DNS/TLS/Ingress is provisioned off-system FIRST; this POST then registers the mapping and seeds the tenant (a default env + a one-time tenant-admin token). `id` is also the data-subtree name.
