The Support desk (a global admin, or a person holding `support-reviewer` /
`support.legal_resolver`) sees every request incl. public reports (optionally `?status=open`,
`?kind=report`), as full rows. Anyone else signed in sees their OWN requests, projected to the
`user_row` allowlist.
