Copy-on-write a spec (specs/multi-tenancy/v0.1 Phase 3). Body is the raw
markdown. A GLOBAL admin writes the global runtime overlay (platform-wide);
a tenant admin writes its own tenant's override (shadows the baked library
for that tenant only). On-disk presence is the source of truth — no
versions.json bump needed (it is enumerated).
